Southern California Association for the Deaf (SCAD), is a non-profit organization that was established in January 2016. SCAD’s primary focus has been in the development of services and identification of needs of the Deaf community, specifically in Southern California. SCAD has played a role in the Korean and American communities, to create effective and positive communication toward the climate between Koreans and Americans. 

On February 3, 2016, The National Assembly in Seoul, Korea, passed the “Korean Sign Language Act”. This Act is important because it gives the right to language and quality of life toward the deaf and users of Korean sign language. Declaring Korean Sign Language as the inherent language of the deaf, gives it the same status as the Korean national language and therefore laying the foundation for the development and preservation of Korean Sign Language. It is an extremely exciting time in my role as President on the behalf of the organizational team to steer a direct the course of the organization and provide support services for Deaf people. There has been growth in various fields of the program for the organization: economy, society, culture, education and most importantly the benefits to Deaf participants (or clients) for their quality of life.

“남가주농인협회 회장 홍율리입니다.”
남가주농인협회 홈페이지에 방문하여 주신 것을 환영합니다. SCAD는 2016년에 1월 창립하여 지금까지 미주 농사회 및 농문화의 발전을 위해 일해왔고 특별히 한국농인과 미국농인과의 유대관계 그리고 나아가 한인사회와 미국사회의 가교역활을 감당해 오고 있습니다.
또한 지난 2016년 2월 3일“ 한국수화언어법 ”이 국회를 통과함과 함께발마추어 미주에서도동일한사역들을진행해오고있었습니다. 제가 SCAD 회장으로 있는동안 경제·사회·문화·교육등
다방면에 농인의 권익을 옹호하고 권위를 향상하여 농인이 각계각층의 분야에서 사회의 구성원으로 활동할 수 있도록 하며 농인이 살아가기에 불편함 없는 사회를 만들기 위해 노력하겠습니다.
